9a-Santa Clara HEAP

The Low Income Home Energy Assistance Program (LIHEAP) provides assistance to low income people by providing assistance to them in paying their energy costs. The applicant, if eligible, does not need to have a past due balance but can not have a credit balance on their utility bill to receive assistance. Eligibility for assistance is based on the household income of all people residing in the residence.

If a household is determined to be eligible for a LIHEAP assistance payment, in most cases the payment will be sent directly to the utility company and it will be credited to the utility bill. In some cases, such as when the energy costs are included in the rent payment, a check may be mailed to the recipient.
